Charles Neepe Ltirikan shares how a CPA Scholarship brought change to his and the lives of others

Charles NeepeI am a second born in a family of 7 ,I am from Marsabit county and I was born and  raised by my mother as my father  passed on when I was only a few months old. I am the first in my family to go to school. At the moment I have a younger brother in Form 2 and a sister in Standard 5.

I attended Karare Primary school and subsequently joined St. Pauls’ secondary school in Marsabit County in 2005. After completion of my KCSE in 2008, I got a 90% scholarship offer from Strathmore University to pursue CPA which I started in 2009. I am honored to be a recipient of the Strathmore scholarship and more than happy to be the first to attend college in my family.

I knew about Strathmore through my school principal, Bro Michael of Lassalian brotherhood. He came to class and announced that only 2 people can apply (Positions 1 and 2). That particular term I happened to be position 2! On 11th August 2008 I attended an interview and eventually received my admission letter (and scholarship approval) in December the same year.

We started our classes on 5th January 2009. Nairobi was new to me at that time and I was amazed by dynamics of the big city.

I enjoyed studying in Strathmore because of the conducive environment for learning especially the Library and teaching approaches.

Another very important thing that is a driving force in Strathmore is the Mentorship programme, it is one of a kind and a unique one in guiding young adults.

While in section 4, I was selected by JAB to join Moi University in to pursue BSc. Entrepreneurship studies from August 2010.

At Strathmore, the lecturers and mentors always insisted on hard work in whatever you do. I carried the same spirit with me to Moi University.

I completed CPA in 2012 joined PASSAMU (Public Accountants and Secretaries Students Association of Moi University) to offer evening classes for CPA beginners and continuing students. I did this with fellow students who had completed CPA.

Taking CPA and pursuing an undergraduate degree at the same time is not easy. It requires a dedication, hard work, self-discipline, and most importantly good relationship with course lecturers. At times both KASNEB exams and University exams are on the same day and time. One thing you do not want to imply to the Lecturers is that University exams are less important than CPA as you might end up doing supplementary exams!

In my third year I got an attachment in an NGO called Islamic Relief-Kenya Programme in the Finance Department.

After my studies, they gave me a job in their Finance Department and I was transferred to Dadaab refugee Camp as Finance Assistant for a Programme run in partnership with UNHCR. I enjoyed helping refugees and asylum seekers in Dadaab .I got a promotion to Finance officer and was transferred to Wajir for implementation of Nutrition Programme run in partnership with DFID and other Partners.

I always thank God and Strathmore university for CPA scholarship which brought me this far. My educational pursuits would not be possible without generous support from scholarship sponsors like Strathmore University. Don’t stop helping, little seeds will fall into fertile soils.

Thank you Strathmore. May God bless you to help many other needy students to reach their potential!

havard-journal-innerThe enactment of a new Constitution in Kenya in 2010 was seen as a solution to poor governance, unfavorable economic policies and imprudent resource management. This was highly anticipated to spur equitable growth, improve Kenya’s public financial management and create varied economic opportunities under the devolution framework. Notwithstanding these prospects, a study of the cost implications of the constitutional dispensation highlights the lack of a proper costing matrix in implementing the new constitution characterized by increased financial pressures, higher taxation, external borrowing to finance a bulging and unplanned wage bill and the misuse of public funds. Coupled with the inherent challenges of significant revenue shortfalls, delayed institutional transitions and slow absorption of development funds and external financing, this poses potential risks to sustainable future budget financing.

The findings of this study were published in an article titled “The Cost of Devolution in Kenya: A Cost Analysis of the New Governance Framework Introduced by the 2010 Constitution of Kenya and Its Impact on the Country’s Public Finance” in the Africa Policy Journal, Volume X, pp.28-58, 2015 of the John F. Kennedy School of Government, Harvard UniversityThe publication was co-authored by Dr. Luis Franceschi (Dean, Strathmore Law School), Shillah Memusi (BCom Class of 2010) and Reuben Muhindi (SFAE graduand 2015). This study was conducted under the Strathmore Law and Policy Institute (SLPI), a research centre at the Strathmore Law School.

The study analyzes in depth the costs associated with new Executive and Legislative structures at both the national and county levels of government, constitutional commissions, independent offices and other constitutionally created offices, and characterizes the impact on the country’s revenue generation and expenditure patterns. The authors emphasize “the need for the necessary government departments… to be deliberately conscious of the cost of the new Constitution, the opportunity cost of the widened government expenditure, and the effects these costs have on the country’s positioning and future prospects as regards the welfare.”  It is thus essential for constitutional drafters to be explicit with and experienced on cost analysis and financial implications when presenting draft legislation and/or amendment bills. This is especially so because effective governance calls for the management of public expectations and the creation of realistic scenarios in institutional reforms undertakings that take into account the impact the same would have on the taxpayers.

Dr. Luis G. Franceschi is the Dean of Strathmore Law School and holds an LL.B. (UCAB), LL.M. (Nairobi) and LL.D. (Navarre) with a cum laude thesis on the African Human Rights judicial system. He has been teaching constitutional and international law and has published widely on law and ethics. His latest publications are The African Human Rights Judicial System, published in February 2014, and The Constitution of Kenya 2010: A Commentary, a 900-page commentary on the Constitution of Kenya, coauthored with Professor PLO Lumumba and published in July 2014.

Shillah Memusi, a Chevening Scholar, is a Research Fellow at the Strathmore Law and Policy Institute. She holds a MSc. in Poverty and development from the Institute for Development Policy and Management at the University of Manchester. She has keen interest in participatory governance, gender and development, and representations. She will soon begin her doctoral research at the Bayreuth International Graduate School of African Studies, Germany.

Reuben Muhindi recently completed his Bachelor of Business Science in Financial Economics (BBS-FE) degree in the School of Finance and Applied Economics and will be graduating in June 2015. His research interests are in development economics, monetary economics and public policy. As a research assistant at the Strathmore Law and Policy Institute, he has been involved in statistical and financial analysis of institutional reforms during his undergraduate studies and hopes to enroll for a Masters or direct PhD program in Economics soon.

The Harvard Africa Policy Journal (APJ) is a publication dedicated to promoting dialogue about African policy and current affairs in the realms of governance, law, education, business, health, design and culture. The Journal was initially started by the Harvard Kennedy School of Government but has recently expanded to encompass all the schools of Harvard University. As the only student journal in America dedicated exclusively to African policy issues, APJ seeks to publish thought-provoking content that provides fresh insight into the most significant opportunities and challenges facing African nations and peoples today.

A soft copy of the article will be available on the Harvard APJ website later in the year. To order a copy of the journal click here.

Alumni Spotlight: Patricia Andago-Winner, Kenya’s Best New Blog Award

Patricia-Andago-innerPatricia Andago, founder and owner of the Pendotalk blog, lives by the mantra nothing is impossible. This is an attitude that has seen her win the Best New Blog Award for the Kenya blog awards 2015, and she is determined to make Pendotalk blog international.

Patricia recently graduated with a Second Class Honours (Upper) in Bachelor of Commerce – Double Major, Accounting and Finance, from Strathmore University.

When did you establish Pendotalk and why?

I started Pendotalk towards the end of January 2015, to inspire good, healthy and meaningful relationships. I noticed a worrying trend of increasing separation and divorce cases in the world. Marriage seems to have become more about money than about love, many women seem to be more focused on their careers than on their husbands and children, and many men are no longer providing for their families to the extent that they should. I therefore decided to do something about it, by spreading positive messages about love, sharing the experiences of those who have been married for many years, and giving advice to those going through rough patches in their relationships.

What is the blog all about, and how did you come up with ‘Pendotalk’?

Pendotalk is all about love! Romantic love, family love, love for the community, and so on. I wanted to share positive messages about love so I knew I wanted the word ‘love’ in the name of the blog. I talked about it with my good friend and he suggested the name ‘Love talk’. I liked the name but I felt that it needed a more Kenyan feel; so I decided on the name ‘Pendotalk’ – it is actually one word though most people spell it as two words.

Who are your target audience?

I target young individuals in their twenties who are either starting a relationship and need advice if it is a serious relationship, couples who are just about to get married, and couples recently married. I try to get mature couples who have been married for many years to give advice on how they have sustained their relationships, and also on the reality of challenges faced in a marriages.

The reason I chose this particular audience is because their generation has witnessed an alarming rate of divorces, separation, domestic violence and infidelity; the increase in technology has made it easier for spouses to be unfaithful; the educated women find it easier to focus on their career consequently neglecting the importance of being submissive wives to their husbands and available mothers to their children- men are using this as an excuse to become alcoholics, and many other issues.

What strides have been achieved through this blog?

I have managed to attract an audience of almost 40,000 people. I have done interviews with great men and women with major achievements like Dr. Jim Boyd Mcfie, Dr. Caesar Mwangi and his wife Anne Mwangi, Dr. Chris Hart, and many others.

I also recently won the blog award. It was an honor to be one of the five nominees for the category chosen out of over 1800 blogs, winning it put a cherry on the ice!

What challenges do you face with running the blog?

Sustaining the web blog was, and still is my biggest challenge as it requires a continuous cash inflow which is difficult to acquire.

It is also difficult to find time to blog while working 8 hours a day.

Where would you like to see the blog in the next 5-10 years?

I am currently expanding the scope of Pendotalk to not only focus on romantic relationships but also family relationships, love for the community and the environment, and love for true African beauty.

My first African beauty message started with a post about a slender, dark skinned lady and how the African society responds – A letter from a drop dead gorgeous lady.

Moreover, I want Pendotalk to gain massive international audience.

Outside of the blog who is Patricia Andago? What is your family background?

Patricia Andago is a daughter of two loving and amazing parents, and a sister to 4 great siblings. My family has always helped me to stay grounded.

I am also a big dreamer, I believe nothing is impossible. The word impossible spells: ‘I’m Possible’.

And finally I like to travel, read and indulge in some chocolate- I am a serious chocolate lover!

Where do you work and in what position?

I am an intern at a Japanese firm called Africa Business Partners (ABP). This company offers an excellent learning environment for me.

What motivates you to accomplish big strides such as these?

I have always been a go-getter, I never become complacent. I will only put my mind to rest when I have accomplished what I set my mind to accomplish.

I also have a great support of family and friends who are always encouraging me to keep doing bigger things.

Wambui Ndirangu at the African Microfinance Week in Dakar, Senegal

Wambui NdiranguWambui Ndirangu, Class of 2010, recently attended the African Microfinance week held in Dakar, Senegal. The conference agenda was Accelerating Innovative Rural Finance in Africa.

She made presentations on two items:

  • Microfinance Institutions in Agricultural Microinsurance: From theory to practice and Agricultural Microfinance Institutions: What is needed?

Some of the challenges or calls to action set at the conclusion include the need for innovators in Microfinance, Micro insurance and Agriculture which forms the backbone of the economies of most African nations.

There is a common mentality that there is no money or prestige in Agriculture. However, according to Wambui, we all rely on agriculture in one way or another. She states that there are very many opportunities for those who are looking to make a change in Africa – to promote sustainable livelihoods, to change lives and create the services of the future.

Ms. Ndirangu works at the  Agricultural and Climate Risk Enterprise (ACRE) Africa as a Microfinance Expert. A report on the Website microcapital.org, stated that her team found marketing to individuals was too expensive, so it now brings on customers through aggregators such as financial institutions and suppliers of farm inputs. Some retailers of seeds and fertilizer include the cost of the insurance in their goods. A seed packet might cost KES 420 (USD 4) including insurance. A card in the packet explains how to register for coverage via mobile phone. Some membership organizations pay the premiums as a service to their members, in which cases they collect customers’ phone numbers, planting dates, etc. “The aggregators do a lot of work; this saves us on human resources, which is expensive,” explained Ms Ndirangu. Her customers report investing 20 percent more in their farms and earning 16 percent more profit, with average insurance coverage of USD 100.

Energy and Land Use: ‘Is public good is superior to the private good? Can a balance be arrived at?’

IMG_8656

Strathmore University was the venue of the first public energy forum. The Theme of the forum was ‘The rising conflict of land and compensation in the energy sector.’ Among the panelists were

  • Mr. Robert Pavel, Energy Regulatory Board
  • Mr. Aziz Chivanga, National Land Commission
  • Eng. Peter Mungai, General Manager, Business Strategy, Kenya Power
  • Dr. (Eng) John Mativo, Chief Manager, Planning and Development, Ketraco
  • Ms. Flora Okoth MD, Kenya Pipeline Corporation

Attendants included alumni, students and guests from the private and public sector. The event was screened live on KTN thanks to The Standard Group. Other organizations involved in the organization of the forum include Brands and Beyond and Naipolitans.

With increased investment in the energy sector, land remains a central point and faces various challenges including ownership, acquisition and compensation. The panelists described the roles that their organizations bodies play in the sector, the challenges they face and the milestones they have made.

Each body plays a different role in the energy sector and has a different perspective towards land use. Kenya Power, for example, requires ‘right of way’ for power distribution lines but buys land in its own name for sub-stations construction. KETRACO on the other hand, is concerned with transmission and encounters land challenges like widths required for various voltage lines and these may require resettlement plans and compensation. Their lines go through people’s property which brings a huge challenges. In many cases, there are demands for higher compensation by owners paid in previous years’ e.g. in Isinya it has delayed energy projects. Ms. Flora Okoth mentioned that Kenya Pipeline is putting up a new line from Mombasa to Nairobi on land, and anticipates issues from land owners on the corridors but will handle these issues as they come.

Mr. Aziz Chivanga stated that huge land compensation sums are competing with other development needs and budget constraints, slowing development speed. e.g. SGR had to use 11 Billion for land compensation! Lack of documentation by beneficiaries is also a challenge constraining “just and prompt payment” for land. Robert Pavel explained that the ERC ensures fairness and sustainability. At the moment, Kenyans are crying for cheap and reliable power supply. Land is at the center of the energy sector in Kenya and is therefore central to energy success. This brings out the importance of all the energy sector players to work hand in hand.

IMG_8714

The topic of compensation was covered thoroughly, with the NLC CEO stating that Land Valuation does not differ from sector to sector. It depends on many other factors like access, location, developments on the land. Compensation of land caters for the usage of land based on how much has been used, and the loss experienced. KETRACO, on the other hand values how much or what percentage of land will be affected or disrupted or use of land lost by easements and/or way leaves The NLC CEO added that projects have to go through communities that is why they engage County Governments.

Unfortunately, The Community Land Bill has not yet been enacted and thus County governments have to be engaged where energy infrastructure passes through. He reminded attendants that the Land Act allows for “’compulsory acquisition of land” regardless of disputes.’

Dr. John Mativo explained that KETRACO compensates people to allow them to pass through their land. However, politics makes the issue even murkier. Flora Okoth added that all the intended projects are to bring services closer to the people and thus the law allows for land acquisition; that is why when need be, land will be acquired to assist with energy distribution. She pointed out that one’s land’s size doesn’t change in some cases, it just gets used up for another project.

‘Where access to land becomes expensive, it becomes difficult to provide services. A problem normally emerges where once locals are paid they create a dispute refusing evacuation from area (claiming rise in land prices) thus delaying projects. Land owners need to remember that energy infrastructure provides services benefiting the public (include they themselves).

IMG_8644

Concerning payment, the NLC CEO explained that the law provides for ‘full payment’ and not in part/ yearly rents. They  also face resistance when they want to educate the communities. The challenge being that rich men are created overnight and soon turn into paupers because they mismanage the money.

‘If the compensation is done monthly, the charges for the services offered will go up.’

On an interesting note, Eng. Mungai explained that Kenya Power is not funded under the National Treasury unlike other energy sector players (It is 50% government owned with 49% private ownership). Thus it operates on an ‘entrepreneurial spirit’ requiring it to operating prudently. It has negotiated several IPPs putting up plants on private/ communal land. Private investor handles land compensation. ERC, on the other hand has to ensure power to be reliable and fair in terms of cost. He confirmed that at the moment, all costs that go into energy generation & distribution (including land compensation) go into your monthly bill. Kenya Power is looking at 2020 and 70% of Kenyans to be connected.

The limitation for use of land through which transmission lines pass through is lower than that for distribution lines. The largest issue for power distribution lines is encroachment which delays access to, and repair of infrastructure over outages.

The NLC CEO also mentioned the intention they have to have an overall oversight role on land-use planning nationwide. This has put them against physical planners, who are advocating for the Physical Planning Amendment Act over the Land Use Planning Bill. He explained that as one nation laws should be developed for purposes of posterity. Energy infrastructure (and all infrastructure) sits on land thus we need frameworks that have in mind the common good. Compensation may also take the angle of land to land and not land to money. Though the law allows for land banking (setting aside land for future use) and traditional dispute resolution mechanisms, NLC is only 2 years old & these are not easy tasks.

Dr. John Mavito stated that vandalism has faced is costing the nation a lot of time & money (most parts are imported). Eng. Peter Mungai explained that currently we are at 2111 MW. 21 PPAs have already been signed, to bring in over 1900MW of power. Their plan is not only to rely on Hydro Power.

IMG_8763

Kenya is trying to change her energy mix from pure hydro reliance to geothermal, wind, solar, coal and gas. KenyaPower partnering with county governments to “power up our cities” through street lighting, to encourage 24-hour economies. There is a formula which is able to serve the customer in a cheap price. There is a plan to shift from reliance on hydro power, towards renewable energy, to light up places and supply energy demand.’

In  conclusion, land is valued by independent valuers, land owners can then get their own private valuer sort disputes with ISK. Citizens have to appreciate electricity as part of development. Energy infrastructure is always about reasonable projects and development and thus citizens and county governments should support energy projects through land provision. There is need to do a lot of education about Land compensation and  sensitization on different land compensation mechanisms (easements, compulsory acquisition, etc). ERC has approved a preferential tariff for street lighting for county governments  as the Government pursues VAT exemption for solar projects to increase uptake.

scholarship Greetings from Strathmore Business School (SBS).

Working with partner institutions to achieve mutually beneficial objectives has been part of SBS growth journey. As part of the activities to mark its 10th anniversary, SBS has designed a Doctoral Scheme with Partner Schools. The scheme facilitates the admission of candidates who wish to pursue doctoral studies with SBS partner schools. More details about the scheme can be found on the SBS website.

SBS has consequently now organized the event “Postgraduate Opportunities Abroad Series – Canada”. Participants to the event will get insights to Master’s and Doctoral Programmes and Scholarships in Canada with special focus to Management, Engineering, Medicine, ICT and Law. The emphasis will be on programmes currently not available in Kenya. A representative from the Canadian High Commission, Nairobi, will make this presentation.

The event is organized jointly with the Graduate Management Council (GMAC), which offers the Graduate Management Admission Test (GMAT). A good GMAT score is a prerequisite for admission to competitive Master of Business Administration (MBA) and Doctoral Programmes in Management. Unfortunately, GMAT takers from Africa have consistently underperformed those from other world regions and consequently denying African candidates admission and scholarships to good management programmes. Part of the event will highlight how candidates to management programmes can improve their GMAT scores.

The event is scheduled for Friday, August 28, 2015.

To request an invitation and receive more information on the event, please visit the link below. Kindly share this information with others who may be interested to attend.

Attendance to the event is strictly by invitation.
